Section 8 rent ledger tracking tenant portion and HAP payment

Section 8 Rent Ledger: How to Track the Tenant Portion and the HAP Payment

With a Section 8 tenant, the rent to owner is paid by two payers: the tenant pays the tenant rent, and the public housing agency (PHA) pays the housing assistance payment, called HAP. Track them as two separate charges every month, each with its own payment and balance. That way you always know whether the tenant or the housing authority is short, and you never ask the tenant for money they do not owe. New to the program? Start with how to become a Section 8 landlord.

How is Section 8 rent split?

PartWho paysWhere the amount comes from
Rent to ownerTotal of both partsYour lease and the HAP contract
Tenant rentThe tenantThe PHA’s notice, based on the family’s income
HAPThe housing authorityRent to owner minus tenant rent

Example: rent to owner is $1,500. The PHA sets the tenant rent at $412, so the HAP is $1,088. The tenant owes you $412 a month, not $1,500.

Rules every Section 8 landlord should know

  • The tenant is not responsible for the HAP part. If the housing authority pays late or stops paying, you cannot charge that amount to the tenant.
  • No side payments. Federal rules do not let you demand or accept more than the tenant rent set by the PHA. Any extra must be returned.
  • Late fees apply only to the tenant’s part, and only if your lease allows them and your state law permits.
  • Late HAP payments: the HAP contract can include penalties against the PHA for late payment, but only under conditions in the federal rules, such as charging the same penalties to all tenants.
  • Rent changes come from the PHA. When a family’s income changes, the PHA sends a notice with new amounts and an effective date.

Example: a Section 8 ledger for 3 months

Unit 2 at 418 Oak St is rented to a voucher holder. Rent to owner is $1,500. The HAP is paid by direct deposit. In November the PHA sent a notice that the tenant rent changes to $280 and the HAP to $1,220 starting 12/01/2026.

DatePayerEntryChargePaymentBalance for that payer
10/01/2026PHAOctober HAP$1,088.00$1,088.00
10/02/2026PHADirect deposit$1,088.00$0.00

11/09/2026PHADirect deposit (late)$1,088.00$0.00

12/01/2026TenantDecember tenant rent (new amount)$280.00$280.00
12/02/2026TenantZelle payment$280.00$0.00

On 12/04 the ledger shows the tenant is paid in full and the PHA still owes $1,220. The fix is to call the housing authority, not the tenant. In November, the tenant paid on time even though the HAP arrived on 11/09, so no late fee applies to the tenant.

How to set up Section 8 in your rent ledger

  1. Add two charge lines per month for the unit: Tenant rent and HAP.
  2. Enter the amounts from the latest PHA notice, not from the lease total.
  3. Keep each PHA notice with its effective date. Change the amounts only from that date.
  4. Record HAP deposits with the PHA’s payment reference.
  5. Check every month that the two payments add up to the rent to owner.

What about taxes?

Both the tenant rent and the HAP payment are rental income and go on Schedule E, line 3. Many housing authorities send a Form 1099 for the payments they made. Your ledger’s HAP total for the year should match it. See our Schedule E guide.

Your HAP contract, your PHA’s policies and your state law all apply. Ask your housing authority or a local attorney about your situation.

Frequently asked questions

Can I charge a Section 8 tenant the full rent if the PHA pays late?

No. The tenant is responsible only for the tenant rent set by the PHA. The HAP part is owed by the housing authority.

Can I charge a late fee on a Section 8 tenant?

Only on the tenant’s own portion, and only if your lease and state law allow it.

What if the tenant rent changes in the middle of the lease?

Use the new amounts from the PHA notice starting on its effective date. Keep the notice with your records.

Is the HAP payment taxable income?

Yes. Both the HAP and the tenant rent are rental income reported on Schedule E.

Can I accept extra money from a voucher tenant?

No. Federal rules do not allow you to demand or accept more than the tenant rent set by the PHA. Return any excess.
